They have of course their remittance privileges

in addition to the above.

As regards rate of promotion, it takes on the

average 9 years for a men with a full certificate to become a

3rd. class L.8. and 14 years for these witheat, is soon as they receive their stripes promotion is mere rapid. It takes a 3rd. class L.S.

3 years to become a first class L.S. and 2 more years to become a 3rd. class P.8. and 3 more years to bemad a lst. class P.S. I would therefore recommend that the salary of 1.3. be 16 to 18 by $1 aznually, and the salary of P.8. $19.50 to $22.50 by $1 annual- ! -ly, #i..., really no extra expense. This alteration would remove all the difficulty of class promotions amongst lance Sergeants and Police Sergeants and consequently many petty com- -plaints.

As to Pension, the pensionable age used to be 40 this was increased te 45 in 1896. Many Indians are too old for efficient serfice when over 40 years of age. Perhaps a scheme of allowing men to retire after 15 years service, but under 45 years of age, with no extra 5/60th., until 20 years service or 45 years of age, might be adopted.

Men are allowed 6 months half pay leave and £32 on return for passage after every period of 5 years services.

It costs from 830 to 235 for passage to Calcutta. Rations during
